Fiscal Year 2023 Funding Overview

President Joe Biden signed the FY 2023 appropriations package just before the new year began. The FY2023 package provided funding increases to the science agencies.

Centers for Disease Control and Prevention

  • Final FY 23: $9.2 billion
  • Final FY 22: $8.5 billion
  • Impact: +9.0%

National Institutes of Health

  • Final FY 23: $47.5 billion
  • Final FY 22: $45 billion
  • Impact: +5.6%

Agency for Healthcare Research and Quality

  • Final FY 23: $373.5 million
  • Final FY 22: $350 million
  • Impact: +6.6%

Advanced Research Projects Agency for Health

  • Final FY 23: $1.5 billion
  •  Final FY 22: $1 billion
  • Impact: +50%

Substance Abuse and Mental Health Services Administration

  • Final FY 23: $7.5 billion
  • Final FY 22: $6.6 billion
  • Impact: +13%

National Science Foundation

  • Final FY 23: $9.87 billion
  • Final FY 22: $8.84 billion
  • Impact: +11.7%

Food and Drug Agency

  • Final FY 23: $3.54 billion
  • Final FY 22: $3.32 billion
  • Impact: +6.8%

The budget increases for the National Science Foundation did not meet the level that was set out in the CHIPS and Science Act, however the Act did influence the increase. Many of the other science agency’s increases were attributed to the usage of disaster relief funds and special appropriation supplying aid to Ukraine. These funding streams allowed the overall increases to not impact the agreed upon funding limits.
